Dont seem broke. We go for 4 decks exhausted which seems OK. Wondering whether should have a few more 6VP cards (maybe 4 per player). Think 80% of games have ended with provinces going which is not too disimilar from the 2 to 4 player game. Fantastic game and maybe my only 10 rating ever.
